OPERATION CRACKDOWN


Operation Crackdown is a partnership initiative designed to tackle road safety and anti-social driving in Sussex. It allows the general public to report instances of anti-social driving via a web portal or dedicated phone number and can be seen as an accessible ‘mobile’ Neighbourhood Watch scheme. It enables the police and partnership bodies to deal with incidents of anti-social driving in an efficient and intelligence led manner.

Anti-social driver behaviour is described, by Sussex Police, as:

“Driving a motor vehicle on a road in such a manner as to cause alarm, harassment or distress to other road users or driving in a dangerous, careless, or reckless manner which could contribute towards injury or death as the result of a collision”

Operation Crackdown is also seen as contributing to the ongoing commitment in reducing road casualties in line with government targets making the roads a safer place for those who use them and enhancing the quality of life for the residents of Sussex.

There were 1478 anti-social driving incidents reported to Operation Crackdown during October 2011 compared to 1153 in October 2010.  The increase is due in part to reports from Community Speedwatch.

  • Details of SP1 (young driver) reports are sent to the Road Policing Casualty Reduction Team for intelligence development and suitable intervention if appropriate.
  • The intervention rate with SP4 (commercially owned vehicles) is treated as a priority resulting in a high number of letters of advice to company owners.
  • Intelligence on other driver groups is passed to the appropriate department for information and necessary action.
  • The Sussex Safer Roads Partnership is kept up to date on any trend changes which might have an adverse effect on casualties from road collisions.
  • Data shows a significant reduction in collisions involving drivers from vulnerable driver groups since the introduction of Operation Crackdown in 2007. The 2010 figures compare favourably with those from 2006 although Operation Crackdown forms only part of a collision and casualty reduction strategy implemented by Sussex Police, Sussex Safer Roads Partnership and other agencies.

PUBLIC CONTACT

Operation Crackdown is well received by the public which is illustrated by the number of complimentary letters and e-mails received. The value of Operation Crackdown is recognised by politicians at national and local levels as offering an alternative means for the public to report incidents.


RESPONSE


The preferred manner of intervention is by a letter of advice to the registered keeper or company owners of the vehicle reported, letters are signed by the superintendent of the Road Policing Unit.

Consideration for resolution by letter of advice:

  • The driver is from a Priority Group
  • Aggravated circumstances surround the complaint
  • Integrity of the witness
  • More than one witness
  • The vehicle has been reported previously in the last twelve months
  • 2nd report of excess speed by Community Speed Watch

Letters contain an Operation Crackdown pamphlet and details of the legislation covering the alleged offence and the consequences of that vehicle being reported again.  Additional information is sent to companies and those with five or more employees receive a COSTS Pack containing posters, pamphlets and a DVD on Safe Driving at Work. Consideration covering the requirements of the Corporate Manslaughter and Corporate Homicide Act of 2007 are also highlighted. Packs are sponsored by the Sussex Safer Roads Partnership. Advice letters to haulage companies are very well received often resulting in commercial drivers being advised or disciplined. Details of complaints involving vehicles classed as hackney or private hire are passed to the local authority licensing officer.

Letters carry a contact number for owners and companies to telephone Operation Crackdown if they wish to discuss the matter further.

Intervention with Young Drivers:

Personal intervention with reported young drivers at their home address by officers from the Road Policing Casualty Reduction Team has been met with a positive response particularly by parents who are the registered keeper of the vehicle and have allowed their son or daughter to drive it.

DRIVER GENDER/AGE

The most prolific gender/age group for drivers reported during October was male aged 25 to 35 followed by males 35 to 45 years. Reports against males 17 to 25 years went down from 102 in September to 89 in October.

OVERALL RESULTS SINCE AUGUST 2007

  • 3757 letters of advice sent to registered keepers.
  • 271 vehicles seized for no insurance.
  • 176 vehicles seized by the DVLA Enforcement Unit for no road tax.
  • 305 warnings/seizures under Section 59 Police Reform Act (anti-social driving).
  • 36 drivers arrested for drink driving.
  • 29 drivers arrested for other offences.

MONTHLY REPORT DISTRIBUTION

The Operation Crackdown monthly report is distributed to over 200 recipients throughout the police and local authorities.  Details contained therein are in the public domain and can be discussed openly.

Police Community Support Officers receive a copy of the report for meetings with concerned residents and Neighbourhood Watch Co-ordinators. There is regular positive feedback in this area of distribution resulting in requests for individuals to be added to the distribution list.

Intelligence is also shared with Crime and Disorder Reduction Partnerships across the county highlighting local issues regarding anti-social driving in their area of responsibility.

N.B. This report is up to date as of the 7th November, however due to the increased number of Speedwatch reports received, there is a backlog of reports waiting to be dealt with (currently over 100 for October). This may affect the accuracy of the data. Numbers for October will be corrected when November’s report is produced.
