MINUTES OF A PLANNING MEETING OF BALCOMBE PARISH COUNCIL HELD ON TUESDAY 3RD AUGUST 2006 AT 8.00 PM IN THE RESTAURANT, VICTORY HALL, BALCOMBE

                 

Present:  Messrs Graham Gosney, George Wiginton, Mesdames, Sheila Illsley & Alison Stevenson

1827    To consideration the following Planning Applications

a). For Representation by 28th July 2006 (extended by request to 4th August 2006)

i).BA/06/01345/FUL High Coombe House, Private Road – Conversion of Coach House to single two storey dwelling

Councillors agreed that there was no overall policy on conversion of rural outbuildings into dwellings & that each application was treated on its own merits.  Likewise they are aware that precedents can occur, allowing similar, but less appropriate developments to take place. 

In respect of this application it was considered that the appearance of the building would not greatly be altered by the plans, as they are very much in sympathy with the existing structure.  There was concern that the development, if permitted, would place a dwelling approx. half way between High Coombe House & High Coombe Cottage, where there is presently only a well-screened outbuilding.  This would result in loss of seclusion enjoyed by each of these houses.

In conclusion it was considered that the proposal would be restricted by structure & local planning policy relating to an AONB & consequently any objection made in respect of loss of privacy should be considered.

ii).BA/06/01414/LBC – The Mill House, Mill Lane – Waterproofing of cellar & improved insulation to ceiling over - no objection

iii).BA/06/01447/LBC – Pilstye Farmhouse, Rowhill Lane – fit steel plates to beam to prevent collapse of ceiling.  Plaster on ceiling to be replaced - no objection.

b). To consider any additional applications received prior to the meeting. - none received
