MINUTES OF A PLANNING MEETING OF BALCOMBE PARISH COUNCIL HELD ON MONDAY 27th NOVEMBER 2006 AT 7.30 PM IN THE W I ROOM, VICTORY HALL, BALCOMBE

                 

Present:  Messrs Graham Gosney, George Wiginton, Roland Burke, & Mrs Katherine Gunning

In attendance: Richard Greig – Clerk to the Council

 

1908. Public Participation

Mr David Richards reiterated the comments made earlier at the meeting held on 14th November (Minute 1890) concerning his (third) application in respect of Oak Tree Cottage, Bramble Mead – BA/06/02367/FUL.  He mentioned that he had consulted with his adjoining neighbours as well as MSDC.  Additional explanation was made by reference to the plans outlining the revisions proposed following his last refusal. 

Mrs Brenda Tuckey expressed concern, as the owner of an adjoining property, & requested that the comments expressed in her letter of 12 November to the MSDC Planners be noted by the meeting.

1911. To consideration the following Planning Applications: -

a). For Representation by 1st December 2006

i). BA/06/02367/FUL – Oak Tree Cottage, Bramblemead – Two storey extension (deferred from meeting held on 14th November). 

By agreement the application had been referred to the Environmental Planning Group who now reported their findings to the main meeting.  These were: 

·        It was considered, after critical examination & a site visit, that the views of the two neighbours, who made representation, are in direct conflict with the views expressed by the applicant’s architect in the Design & Access statement submitted. 

·        Both neighbours remain unhappy with the revised proposals made by the applicant.  Property No. 17 appears to be the most affected. 

·        It remains the policy of this Council to note & report the problems of any affected party where we consider, as in this case; there is valid cause for concern. 

·        It was considered outside the remit of the Council to state other than our interpretation of the facts of this case to MSDC.  Accordingly a recommendation should be made that representatives of MSDC visit the site to make their own assessment & reach a final decision 


 

 

The Clerk was instructed to advise MSDC of the above matters.

 

b). Any other applications received prior to the meeting. 

BA/06 (per WSCC) – Balcombe Wastewater Treatment Works, London Road – construction of a new Motor Control Kiosk & a new Blower Kiosk agreed to consider at the December meeting of the Council. 

 

            There being no further business the meeting closed at 20.03 hours.
