MINUTES OF A
PLANNING MEETING OF BALCOMBE PARISH COUNCIL HELD ON WEDNESDAY 30TH AUGUST 2006
AT 7.30 PM IN THE RESTAURANT, VICTORY HALL, BALCOMBE

Mrs Claire Austin-Macrae amplified the
comments already made to MSDC, in respect of application BA/06/01580/FUL - 15
Oldlands Avenue - proposed two storey & single storey extension to rear of
property - she being the owner of adjoining property No.16.
Mrs Stevenson expressed a personal interest
in respect of planning application BA/06/01580/FUL, as she is acquainted with both
the applicant & their neighbour at No.15.

a). For Representation by 1st September 2006
i). BA/06/01538/FUL Deanlands, Stockcroft
Road - Demolition of garage & erection of two storey side extension. No
objection to this proposal. The
proposed extension, although large, seems to have been sympathetically designed
& we feel that it will not have any valid impact on the adjoining property,
Flagstones
ii). BA/06/01580/FUL -15 Oldlands Avenue - proposed two storey & single storey extension to rear of property. Following study of a copy of a letter dated 21 August from the adjoining neighbour at No. 15 to MSDC there was some concern following the points raised.
Main
problems included the lack of light to No. 15, window overlooking conservatory
& kitchen as well as the addition of a further window overlooking the
conservatory at a different angle. It
was thought that in this case part of the problem might be solved by a revision
allowing a Velux window in the roof as an alternative.
It was reiterated that Balcombe Parish Councils policy is to support objections, when considered, as in this case, justified.
A
recommendation to be made that the Case Officer concerned makes an early visit
to site to investigate the advised problems first hand. Agreed under the present circumstances we
cannot endorse approval of this application.
iii). BA/06/01644/TREE - 15 Oldlands
Avenue Thin canopy by approx. 50% by removing thinner stems of Lime
(T57). No objection.
iv). BA/06/01679/TCA - High Trees, Oldlands
Avenue Remove lowest branch on northern side of one oak. No
objection to this proposal, as we understand the work will reduce the weight on
a damaged limb. N
b). For Representation by 8th September 2006
i). BA/06/01640/FUL - Troy Cottage, Deanland
Road Single storey porch extension.
No objection as the proposed
design appeared to be in keeping with the existing structure.
ii). BA/06/01641/FUL - Buttercup Barn Nursery
School, Haywards Heath Road - extension to existing nursery school. Although extra space for the school was not
disputed & there was general support for improvement/enlargement, there was
disquiet at the proposed siting of the extension. It was the general view that the extension, as currently
proposed, would result in a loss of view & have a significant environmental
impact on a location within an AONB. There
would also be a loss of car parking.
Members of the Environmental Planning Group would shortly have a meeting
with the owners to try & resolve the matter & also suggest an
alternative location for the extension, possibly into the field. A site visit by MSDC planners was also
thought essential.
In its present form we cannot recommend the
application.
c).
To consider any additional applications received prior to the meeting. None received.
There being no further business the meeting closed at 20.20 hours.
