MINUTES OF A PLANNING MEETING OF BALCOMBE PARISH COUNCIL HELD ON THURSDAY 3RD JULY 2008 AT 8 PM IN THE FOREST ROOM RESTAURANT, BALCOMBE SOCIAL CLUB. 

 

Present:  Messrs. Robin Williamson (Chairman), Robin Lindsay-Stewart, & Peter Huxley.  Mesdames Alison Stevenson & Susan Barker-Danby. 

In attendance: Richard Greig – Clerk to the Council. 

 

2252. Public Participation

Mrs Jackie Stone, Mr Darren Stone & their architect, Mr James Minnett in connection with application (BA)/08/01962/FUL - Taormina, Oldlands Avenue.  Mrs Stone addressed the meeting & through well prepared illustrated documentation made a presentation showing how the development would enhance & improve the present rather run down property. 

Mr Stoner attended as an observer only in respect of his planning application (BA)/08/01495/FUL – Stowe House, Stockcroft Road, & did not address the meeting

2255. Planning. – to consider the following applications:

a). For representation by 4th July 2008

(BA)/08/01685/COU – Land adjacent to 1 Deanland Road – proposed change of use from Garage to B1 Offices.

Despite the considerable planning history at this site BPC considered the application purely as it is presented, as the conversion of a garage, ancillary to Albany, Deanland Road, to an office.

 

The plans show 3 off street parking spaces provided on the forecourt to the offices. This is physically impossible indeed it would be tight for 2 cars to park.

 

Whilst we have no objection to the use of the garage as an office per se we do have objections to the loss of garaging space associated with Albany.

 

This area of Deanland road is badly congested due to the presence of the Doctors’ Surgery opposite the proposed office site. Residents’ parking is already a problem. In constructing the garage and access the applicant removed one on-street parking space. This was considered to be acceptable to BPC as the applicant gained 1 off road space and secure parking for his van which had previously been broken into. The conversion of the garage to office would remove both these spaces or, if it remains for use of Albany, only one of them. Use of the office for anyone not living at Albany would again increase the number of vehicles needing parking.


 

 

We should therefore ask Mid Sussex District Council, if it is minded, to allow conversion to office space, to ensure the office use is restricted to and maintained as ancillary to the property Albany as per the garage and that the loss of parking is duly taken into account.

 

b). For representation by 11th July 2008

08/02006/STAT – Ryelands Farm, Haywards Heath Road – proposed over head line.  No objection. 

08/02007/STAT – Pilstye Farm, Rowhill Lane - proposed over head line.  No objection

08/02073/STAT – Overhead Line, Brantridge Lane - proposed over head line.  No objection

08/02038/STAT – Land & Sewerage Works near Pilstye Farm, Rowhill Lane - proposed over head line.  No objection

Agreed that we should ask MSDC for a statement on their policy concerning overhead lines in general. 

c). For representation by 11th July 2008

(BA)/08/01495/FUL – Stowe House, Stockcroft Road – creation of off-street parking space for one vehicle by creating a driveway perpendicular to Stockcroft Road at the side of the property.  No objection

(BA)/08/01962/FUL – Taormina, Oldlands Avenue – proposed extension & alterations to the property.  Providing there is no adverse affect on the adjoining property “Charlcote” we have no objection to this pleasing & well presented application. 

 

d). to consider any other applications received prior to the meeting. 

None received.
