MINUTES OF THE SPECIAL MEETING OF BALCOMBE PARISH COUNCIL HELD ON THURSDAY 10 JUNE 2004 AT 8 PM IN THE UNITED REFORM CHURCH, BALCOMBE

 

Present:  Mr Graham Gosney, Mr David Miners, Mr Roland Burke, Mr George Wiginton, Mrs Katherine Gunning, Mr Gary Marsh, Mrs Alison Stevenson, Mrs Sheila Illsley

1257   Declaration of personal or prejudicial interest

Mesrs.  Miners, Mrs Gunning & Mr Burke, personal interest, as residents of the London Road.

 

1258   To discuss Owen Williams Draft Plan

            a)         Review

Mr Miners gave an overview of the meeting with OW on 9 June, including the reasoning cited in respect of the mini roundabout.  There were still reservations about the lighting requirements.  However in general terms we supported these and would recommend the use of plates on the lights for added efficiency to the downward reflection.

            b)         Clarifications received

There was an acknowledgement from OW that they had not fully appreciated our proposal for a refuge opposite Gilletts Surgery.  It was agreed that we would pursue this further at a later meeting with them.  Additionally we would need to address any statutory pavement mobility requirements with WSCC in this location.  However as we did mention this refuge requirement in our original brief it should not be necessary for OW to request any additional cost for researching this further.

            c)         Review of BPC costs (by Responsible Finance Officer)

Mr Williamson not present – see 1256 above.  Revised budget & notes circulated for the meeting.  Opined that it might be necessary to seek loan, via SALC, for £30k.

Query raised about Items 30 under preliminaries & 491 under unscheduled items on the OW Bill of Quantities sheet.

d)         Confirmation of WSCC approval

Not yet received.

 

1259   Proposals to accept Owen Williams plan in principle and for village exhibition

            This motion was proposed by Mr Miners & seconded by Mr Marsh.  A vote was taken.  6 members were in favour, 1 against & there was 1 abstention.

 

1260   Village exhibition to be held at Parish Room on Saturday 10 July 2004.

            Agreed unanimously that this should be held, as planned.  The venue will now be the Victory Hall, which has been booked.

 

1261   Publicity

a)         For exhibition dates & locations

A page advertisement in the Parish Magazine.  A separate leaflet on Traffic Calming to be printed at Worth Abbey similar to the Annual Report & inserted in the magazine.  A possible post drop as an alternative.  Assistance on posters from Mrs Stevenson & Mr Marsh.  These to be put around the village to ensure maximum publicity.

b)         Exhibition arrangements

Times for the Victory hall 10 am to 12 noon.  OW to be present & also make available relevant brochures & leaflets from WSCC.  Mrs Illsley would separately talk to Balcombe School about prospects of displaying some information on the scheme.

c)         For Traffic Calming plan (including frontagers)

Mrs Illsley considered that we need to talk to WSCC about the high cost/large number in respect of the lighting, as this would almost certainly be raised.  Mr Marsh would prepare a background sheet relating to the historical developments of the various schemes considered by BPC in the past.  Likewise it would be useful to have an update on the Ringmer speed camera scheme, which might be worth considering for Balcombe


 

1262   Work Programme (July – October)

We would work on the circulated OW schedule for this & monitor progress carefully.  With this in mind an extra Special Meeting to monitor Traffic Calming progress/developments would be held on Tuesday 29 June.  Agreed.
